APEC is one form of regional cooperation in the asia pacific basin where indonesia is the one of its members. APEC has potential for indonesia to boost is economic growth based on the fact that the asia pacific region is a market for the indonesian manufacturing industry which is estimated between 67,01 - 68,30 percent, 65 percent investment source is from APEC members and 60 percent tourist who visit indonesia come from APEC members countries. As a result of decreasing trade barriers in this region, the flow of export, investment and tourism have increased. However indonesia faces difficulties in taking maximal benefit from market liberalization because of its low competitiveness. Which is due to lack of science and technology capabilities compared to other countries. Export competitiveness tends to decrease because of this inefficiency in production, distribution, and management. For the purpose of increasing agriculture sector competitiveness, several efforts have been initiated to increase science and technology capabilities of human resources and increasing efficiency in production, distribution and management. Related to the APEC agenda, government policy for continuing food self sufficiency is a strategic policy in stabilizing the economy of this nation.
