Subgrade for road construction must be prepared first. Not all subgrade roads fulfill construction standards. One material used is cement to increase bearing capacity of subgrade roads. Labroatory test result of stabilization of pasar minggu underpass soil showed that the addition of 0.25 kg of portland cement type I in 5 kg soil weight increases california bearing ratio (CBR) between 8,282 - 14,286% and adequate CBR value for road construction stabile in more than 6% immersed in water for 24 hours.
