The pre-test given is usually the entrance test or placement lest; while the post-test is the summative test given at the completion of a language program. The effectiveness of the program is usually determined by the difference between the pre-test and post-test scores. Yet, the effectiveness of a language program could be evaluated differently. With this type of evaluation the effectiveness is measured during the development and implementation of a language program, and takes into account the effectiveness of the syllabus, the appropriateness of teaching materials, and the scheduling or course outline, and also the competence of the class teacher. This type of evaluation is termed 'formative evaluation' (Richards, 1990). Considering the criteria covering all the aspects of a language program that are taken into account during the implementation of the formative evaluation, the writer, then, has the intention to highlight this type of evaluation. This study will explore the effectiveness of the formative evaluation by applying it to the LIA Holiday Package 1998 for SLTP students.
