Spain has strong scientific capabilities, but institutional obstacles are stiffing the development of its fledgling biotechnology sector. A healthy level of startup activity in the past five years, combined with steadily rising research spending, has created a climate of optimism that spain can become a player on european biotechnology. However the emerging sector faces several institutional, legal and cultural obstacles that, if not addressed, could stifle it at birth.
