Environmental problems are among the contemporary issues that have heightened the sense among people world-wide of humanity's endangered future. After the Cold War era environmental issues are also among the most dynamic international pollitical agenda because they have critical linkages with economic, political, social, cultural and technological issues. In fact, an intensifying globalization of ecological disaster has concerned many states today, regardless of whether they are developed or developing, so as to increase an awareness of and interest in, the importance of strengthening global cooperation. Together with other developed countries, Japan represents a unique position in dealing with environmental problems. For the last two decades, particularly since the 1980's economic bubble years, Japan has encountered the negative image of the country's environmental attitude which describes it as the world's eco-predator. This essat will explain how Japan has changed its international reputation on environmental problems and contributed to the agenda of global environmental solutions, particularly since the 1992 earth summit. In short, it should be acknowledged that Japan has moved from absetention to more concrete actions in responding to global environmental problems. As part of wealthy industrialized countries, Japan has consistently endeavored to show its political and economic commitment weigth respect to the principles of fundamental fairness inprotecting the global environment, i.e the greater contribution to the problem, the greater to pay. However the full significance of the way in which Japan has played its role in this area of issues, particularly if we compare Japan's share of ODA with its share of the World's GDP or with its historically responsibility in contributing to global environmental degradation, still needs further research. We also have to observe carefully the consistency of Japan's ODA new policy with its business practices around the world.
