Determining the level of private profit and social profit of a farming system is improtant especially when goverment policies have taken place on input-output prices. we utilized policy analysis matrix (PAM) in determining the profitability of soybean production in Ngada, Nusa Tenggara Timur. two goverment policies i.e. zero import tariff and increasing cost were examined in order to determine the recent level of comparativeness and competitiveness.
