Recently, we have had a failure in conducting education we have been carrying out for 10 to 20 years. Today we do not budget the education with its value more than 10 percent of the total national budget. This little education budget is not merely because of lack in our ability in paying off, but it is more caused by the lack of the bargaining position in the education sector. Inconsistence of the political budget, as the result of the commitment weakness to the education, has resulted in an unclear educational budget. Although we amanded the Constitution 1945 and imposed the clauses that obliges the government to alocate its fund 20 percent minimumly of the national budget and regional budget to education, it does not mean that the education sector presently accepts the fund pouring with that ammount. The government under promising to realize the educational budget of 20 percent minimumly, would be on its works in 2000. It is need a consistent pollitical engineering and has to have a future orientation in the same time to reduce some deviations, to create an equality and to create efficiency as a solution in achieveing the long term development targets.
