Public procurement based on Presidential Decree Number 80 / 2003 has complexity in its implementation level, The complexity is related to the indication of bid rigging on several public procurements held by local government of Salatiga. one indicator of bid rigging is the incapability to understand princuoles of public procurement which must be manifested in the procurement process. The occurence of bid rigging use can be assessed by studying KPPU's interpretation from article 22 Act No. 5 / 1999 in KPPU decrees. The analysis over indications of bid rigging in Salatiga will be performed by comparing certain cases and kegak reasoning used by KPPU decree on bid rigging.
