This paper is intended to give input for effort to overcome drug abuse problem in Indonesian cities, it start with nine rule has to consider when ones would like to organize effort to overcome drug abuse problem in community which among others are : stigmatization of family and person who have drug abuse problems so the public health effort cannot be done through regular approach through health care facilities, prevention to be effective should be direct to risk and protective factors, and drug abuse is a chronic and relapsing disorders with frequent relaps.
