The development aims to enhance the welfare of the people. The World survey indicates that there is a gender gap which impact to gender equity and gender equality. Men and women do not get equal access to participate and benefict from the development, therefore the policy of the state has to be changed. The results of the research shows that the Indonesian government has a commitment to develop policy which is more just to women in gender mainstreaming strategy.
