As school budgets become constrained in a time of general economic concern, communities everywhere are taking a hard lokk at how funds are expended on education, seeking a return on their investment in the form of increased student performance. tensions around issues of school performance have been heightened by an increasing focus on standart-based assessments (Goertz,2001) and few federal initiatives that put an emphasis on regular testing of students tied to federal funding (U.S. departement of education, 2001b).
