This article addresses the issues related to the implementation of information and communications technology (ICT) in education and online learning with particular reference to Japan. the present status of ICT implementation in education indicates that Japan has yet to keep up with the trends around the world. the inhibitions to the progress of ICT applications and online learning have largely been due to the age-old, traditional paradigms of learning and instruction in Japan.
