The ministry of education (MOE) of the people's Republic of China Launched a national initiative, the national program for invigorating education towards the 21st century, in december 1998. the national initiative provided specific guidelines for the development of information and communications technology (ICT) applications in education for the following five years (1999-2003) in Chins. since its inception, the national initiative has also played an important role in promoting the development of online education in China.
