In the 1990s, South Korea focused on the fulfillment of the public need for higher education and lifelong learning, and the effective use of advanced technologies in education institutions. the government's plans and action strategies for open, lifelong education and technology have been developed according to the suggestions made by its presidential commission on education reform since 1995 (presidential commission on education reform, 1997).
