The subject of this research is the fisherman community on weru village, lamongan, east java. The research uses principally the approach based on qualitative research. Considering that fishermen welfare cannot be increased without external intervention, so these 3 main questions are set : what is the existing policy on marine fishery in district of lamongan ? How is the policy formulated, implemented, and evaluated ? And what are the implication to the fisherman's socio - economic condition ? The answers of the questions have led the author to the alternative policy empowering the fishermen community. This paper is concluded with relevant main thoughts and recommendation to the promotion of their welfare.
