The level of financial investment related to computers and information technology over the last decade is unprecendented in the history of schools in terms of both the dollars involved and the promises imagined for the education of children. this investment has come at the urging of thoughtful peple who see immense opportunities for technology to transform learning. to ensure that these investment are well placed, schools and the research and funding communities need a dependable framework to use when designing educational technology programs and assessing their likely and actual result.
