As a logical consequence of an attempt to improve the quality of life, development does not always run smoothly. Development, which always brings about changes, requires adjustments on our part some of which can be very painful while some others require certain sacrifices. Indonesia faces such a problem. In view of (a) the large number of population, (b) the unequal distribution of the population in the vast archipelago, and (c) the existence of many ethnic groups in the country, it is imperative that the concept of unity among these diverse groups be defended so that national integration, necessary for development, can be maintained.
