An analysis of secondary data reveals the inequitability of educational services for different groups: between rural and urban areas, between East and West Indonesia. Figures of the inequitability are worst in junior high schools and they are even worse at higher levels of education. Most of the poor have access only to elementary schools, while a higher amount of educational subsidies goes to the middle and higher class people. This paper is an evaluation of the Indonesian government policy on education, particularly on the dominant variables which may influence the government policies: the actors involved in the formulation of the policies, the centralized structure of bureaucracy, and the inefficiency and inequality of regional human resources.
