One crucial problem faced by citizens of Jakarta is the issue of water resources, this problem is caused by industrial and household pollution. Data issued by the Jakarta office of urban and environmental control in 1998 showed that water pollution is wide spread in jakarta. On the other hand, there are several laws on water pollution management, among others the issuance of the Jakarta governor's instruction. The problem is how the laws could efficiently and effectively handle the water pollution problem in Jakarta. Thus, law enforcement should be strictly adhered to control water pollution in Jakarta.
