The government has replaced several articles in Act no. 30 / 1990 with act no. 57 / 1998. One of these articles that concerns foreign universities has undergone several changes. th eformer articre states that foreign universitites are for bidden to operate in indonesia. While the never regulation states that foreign universities are invited to cooperate with local universities which will create tighter competition in the higher education industry. To anticipate future competition and to increase the quality of higher education, it is time for local universities to review their academic achievement and managing qualities. This paper attempts to identify the competition, qualtiy, total qualtiy service (TQS) and its application in private universities of Indonesia.
