Agreement on Exploration and Use of Outer Space for Peaceful Purposes between the Ministry for industry, Sciences and Resources Australia and the Russian Director General of Aviation and Space Agency has been signed on May, 23, 2001. Both Australia and Rusia agreed to develop a Space Port at on Christmas Island Australia. it will be used for Commercial Launching Rusia of Aurora rocket and Air Launched by Polyot type. The Space Port development will endanger the east part of Indonesia because it being a drop zone for launching activity at the Christmas Island. The Liability Convention 1972, stated that a state suffering damage or whose natural resources citizens suffer damage, may clain the launching state for compensation for such damage. Indonesia should develop a crash policy related to this situation.
