On the economic crisis that causes negative growth, agricultural sector still shows positive growth since this sector utilized local natural resources. Due to various factors, food crop production especially rice, corn and soybean for the year 1998 has not been able to achieve its estimated targets. To overcome shortage of foodstuff, the government did a special effort (UPSUS) related to national food security program through crop extension improvement in intensification of quality, assistance of action program, UPSUS of fisheries and livestock as well as other agricultural activities. Since the shortage of labor in the food crop sector and loss od product in post harvest, the government has developed business in machine tool services and agricultural machines (UPJA). Funding of this business was provided by commercial banks. The government meanwhile will maintain its fertilizer subsidy especially KCL. This policy was instituded due to loss of farmer purchasing power in the current economic crisis, The government also tried to overcome the attack of plant disease (OPT) on food production.
