To ensure compliance with the Law of Local Autonomy, the local government has no choice other than being responsible to promote regional economic development. But the trend so far is going towards two different targets of program development namely developing region with modern industiral economy or developing rural region with traditional agricultural economy. In Tasikmalaya, rural economic development not only is directed to actively manage the local farmers, but also to develop small rural agroindustry supported by appropriate technology, capital and market. Due to lack of capital, the local government of Tasikmalaya has been forced to prioritize small rural agroindustry development.
