Decentralization demand is aimed at accelerating development, where centralized development is too homogenous and does not promote heterogenity, diversity and regionalism. Heterogeneous development attempts to perform social capita development fundamental to enabling people as the central actor in development of their economic including human resources. National development outcome has shown that human resource development is achieved by means of social development as its integral part based on various indicators, such as cultural values, social stratification, rational action, social need and social dependence.
