It is interesting to learn that even tough the Haji quota has increased yearly, and there are more people going to church, klenteng and pura. However, ironically, corruption, collusion and nepotism still exists and increasing. The main quetion is what is the real function of the religious affairs and religious education to alleviate this problem ? Does it have any significant role at all ? The hypothesis related to the role of religion are : 1) if religion has a strong role in the reformation process and national development, then there is still hope that religion still has a legitimate role in the long term, 2) if religion does not have any role at all, then it has no legitimacy in solving the problem, and 3) if religion cannot provide basic support required in national development, then it means that great effort to place religion in its appropriate function needs to be undertaken to build a strong civil society. in fact, religion has a strategic role in national development namely : 1) religion functions in social control , 2) religion provides moral based critique, and 3) religious leaders have an important role in motivating and providing a good model in building civil society.
