Each country serving as political actors in international politics formulates the international political constellation. for instance in the aerospace field there is a constellation. For instance, in the aerospace field there is a constellation influenced by the United States and Rusia in these activities. they compete to maintain their position world supremacy. In the case ofspace and air limitation, confrontation can result in difference of opinion, such as rejection from the US and their alliance with Rusia has ready limited aerospace to 100 - 1010 km. Legally, there is still confusion between the Chicago convention in 1994 which regulates air sovereignty and the Treaty of Space in 1997 which made clear that space is a free terriroty, the result of definition and delimitation discussed in Uncopous has nit progressed well. Indonesia, a non-bock and developing country, has made its decision based on prudent argument and in the long term its decision should not have an impression of supporting one of these opinions.
