Regional autonomy is a shift in policy formerly centralistic into decentralistic of various aspects to a certain degree. From the financial aspects the policy is balancing the central and regional budget, where the central givernment provides funding is in the form of General Allocated Funds and Special Allocated Funds. Studies showed that most of the regions rely on funding from the central government becasue the Regional income, in general, is still low, especially in districts that have been studied.
