Based on 1945 Constitution the Education Act no. 22 year 1989 stated that educational development is the responsibility both of the government and public through educational institutions. At present there are 1,300 private higher education institutions. The existence of private inatitutions is consistenly increasing and it should be noted that : 1) private institution should invest more on quality management system, 2) private institution should orient themselves to the job market, 3) link and match concept is still quite relevant for the fututre, and 4) private institution top management should be totally commitef to develop it human resources.
