English teaching began at the Language Institute of the University of Phnom Penh towards the end of November 1971. Japanese and German had already been taught there for some time, the courses being of three years’ duration and open to all interested persons holding a higher school leaving certificate. The English Department differed from these in that it had been called into existence to answer a particular need: many government officials urgently required some knowledge of English to carry out their duties more efhciently both at home and abroad. Some needed English because they had to participate in international conferences; others were destined for courses overseas, while others frequently found themselves dealing with experts and foreign officials with no knowledge of French.
