A credible defense capability is something all countries need. But it should minimize the risk of rising concerns in the neighbourhood and creating the potential for cycles of competitive acquisition. In building a coherent defense capability, it is more valuable to have predicable levels of founding than to aspire to larger, stressful increases that are likely to be unsustainable. The changed strategic environment raised the need for new policy options to Qeal with new security issues, and regional security cooperation is a potentially powerful tool in this regard.
