Let me begin with the claim that I misrepresent TCE's depiction of the M-form. Williamson (1975, pp. 150-51; 1985, p. 296) compares the decentralized structure to other types of organization in order to emphasize that the distinction between strategic and tactical planning is a necessary component of the M-form. Shanley argues that this comparative focus is meant to suggest \'ariations between strategic and tactical planning within the M-form itself, a topic that Williamson does not directly address. This claim must be assessed with reference to divisional participation in planning (which Shanley ignores) and general office involvement in operations.
