The probability P (l) that a team with mean score a beats team Q (u) with mean score u is calculated under the score of each team is poisson distributed. The characterization theorem states if d / d (l) P [P (l) Q] = P [P (l) = Q] holds for any score distribtuion of the team with mean u, then the score of the team with mean (l) must be poisson distributed.
