Chinese character recognition has been a special interest for many years for scientists as publised in many journals with various approaches. One of them is by displacing position of the characters intentionally or not, while still remain recognizable. The objective of this research is to recognize 100 (one hundred) Chinese characters, 20 (twenty) out of which are randomly presented with various positions. The method of this research work is provide 100 characters in BMP format with RGB image of 128 x 128 x 3 frame size. The input used is obtained converting RGB image into gray shade of 128 x 128 frame size, and then converted into binary of 16384 x 1 frame size. The binary one of the binary objects is considered as reference input value. The research result produces reference input value from 13.902 to 15.935. The evaluation result of the 100 Chinese characters recognition performance produces zero Sum Square Error, while the recognition achievement is 97 %.
