The association of south - east asian national which is called ASEAN established in bangkok 1967 is an international organization inter - governmental within south - east asian region decided by a multilateral agreement. The term of multilateral agreements can be expressed for example by their representatives assembled in a conference, then they decide to establish a public international organization without using the form of treaty and without the usual proviso for subsequent ratification by each member country. The ASEAN aims at the improvement of social economic and cultural development of all members coutnry through a peaceful and harmonious relationships. So far, the ASEAN has mutual relationships amongst ten members states which are exprssed in the eleven agreements including : "common effective preferential tariff (CEPT) scheme for ASEAN Free Trade Area (AFTA)." Though the ASEAN has signed up a preferential trading arrangements and common effective preferential tariff to enance industry and trade cooperation amongst its members, in fact, there are many obstacles in the implementation of them. The critic has been addressed to long wind trivial procedure of bureaucracy, unrealistic requirements of standard local material content in industrial product, monetary distress, less dissemination of information along private sector and an improper goodwill from related institutions. Nevertheless, through the "common effective preferential tariff (CEPT) scheme for the ASEAN Free Trade Area (AFTA)" seem that the scheme has achieved quite food result, ASEAN has improved tradin quickly amongst state members as well as trading internationally. This becomes the reason to accelerating AFTA's time frame work five years from 2008 to 2003. By the execution of AFTA effectively on january 1st, 2003. ASEAN members has the chance to work better in the global competition.
