For the adat - law community land has a dual function, that is a "social - asset" and a "capital asset" of land serves as a banding medium for familial relations, while the " capital asset" of land functions as the source for economic existence and social life as well, especially for the peasants in rural areas. During the area of the New Order, however, the intensification of investments in the agrobusiness sector in a grand way neglected the rights of the adat - law community, so that it lost its access to utilize the land in its region and thus raise its economic state. In the mean time Indonesia comprises more or less 250 Zelfbesturende Landschappen (Autonomic Regions) and Volkgemeenschappen (Public Communities), like the desa in Java and Bali, the Nagari in Minangkabau, the dusun and marga in Palembang and others. These parts have authentic compositions and thus may be considered as regions with special qualities. With the establishment of regional autonomy, the adat - law community which considers the concepts of land property rights as being the right of prior generations, demand thet he authority which up to now is held by the central goverment, be handed over to the regional administration. Conflicts taht all this time happen as a consequence of the magnitude of the central goverment's control, are the cause for feelings of being side tracked on the part of the regional administration, the adat-law community included. Pratically this is accomplished, among others, by arranging the organisation of the Land Registry Office (Badan Pertanahan) and land administration. Thus, the presence of regional autonomy will change the centralized authority for granting rights of the jurisdiction of the city or the district (kabupaten) administration, although limited by the 1999 law no.27 article subsection 2.
