The objective justification of aid-based ELT programmes, because of inherent problems of evaluation, is extremely difficult. Also, ELT programmes are rightly in competition for scarce funds with all other forms of aid, both educational and non-educational. This article considers some reasons why ELT programmes are difficult to justify and then suggests how, by amending the priority of objectives, a programme may still remain justifiable even when the ELT aspect may have no readily provable value.
