This paper first describes some of the language learning difficulties faced by long-term residents of non-English-speaking background (NESB) in Australia. It goes on to describe a workplace English program developed in Victoria during the 1980s, in which many such residents voluntarily took part, focusing in particular upon the policy reached by a number of experienced teachers on the program, that the best approach to language learning for learners whose interlanguage has fossilized is through literacy. Some courses and successful results are reported and the implications discussed.
