The tourism sector, the "savior" of foreign exchange receipts, will be faced with a dilemma in the future. On the one hand, this sector promises to raise vast amounts of foreign exchange which can be used as a main stay of economic growth. On the contrary, since the standard of tourism is determined on an international level, no moves have been made towards developing local tourism. It is quite feasible that this situation could lead to social disintegration, cultural degradation, and ecological deterioration. The fundamental, pressing concern is not simply one of choosing between these two alternatives, but rather of formulating strategies for the development of national tourism, by weighing up the force of international tourism against local tourism conditions. Representing the general public , the state has a role to play in the tug of war between the demands of the international tourism industry and the potential of local tourism, by formulating strategies for tourism which are beneficial to the public.
