The process of developing layout contain element art and science. The process of developing layout based on minimize material flow and distance. There are some methods that can be used to sloving the layout problem with Quabtitatif and Qualitatif methods. This research uses unusual Qualitatif method, it called the multiterminal flow problem (Gomory-Hu algorithm and pairwise exchange method). The result of this research make total contribution for evaluation layout larger than initial layout, but its make the layout of departement approproate flow process to produce the product. Suggested for evaluating layout have to analyze from material flow up to material handling cost analysis and also evaluated released cost for developing the layout, so it can be seen it has an significant difference between released cost and production increase.
