In starting and developing a business, besides affected by personality traits, motivation and business environments, it is also influenced by the effectiveneess of the entrepreneur to learn how to improve their ability and capability to develop their businesses. The research aims to analyze and to discuss the relationship among variables such as business environments, entrepreneurial traits, and business motivation in entrepreneurial learning. Besides, it is also to find the optimal entrepreneurial learning process, entrepreneurial competency building, and venture growth. This research uses 240 samples of success small business entrepreneurs in 13 cities and districts in east java province. Data was collected through direct interview method with respondents to fill the questionnaire prepared for the research. The collected data was analyzed using structural equation modelling (SEM), and processed by using a modeling software package AMOS (Analysis of Moment Structures) version 4.0. The result of conceptual model show that business environments strongly and significantly influence entrepreneurial traits and entrepreneurial learning. Entrepreneurial traits influence entrepreneurial learning and it influences directly to business motivation. Business motivation influences strongly to entrepreneurial learning. Based on the simulation model, it is concluded that business environments, entrepreneurial traits, business motivation and learning from experiences, especially from business successe and businesses failures, have important role in entrepreneurial learning. Therefore, it is important for government to create a conducive environment for small business development. However, government should implement an open market policy and also to avoid protective policies such as subsidies and any kind of protections in order to improve small business competitiveness in a highly competitive market.
