Isi artikelIn the past few years, ecolabeling has been vastly discussed and found as a promising voluntary market - based instrument to implement environmental consideration in business. This issue was brought up as response towards the inter - link between international trade and environmental issues and the rise of consumer awareness on local and global environmental quality known as green consumerism. One of the main problems in the implementation of an ecolabeling system is the absence of uniform principles and rules for criteria setting and product categorization. This may lead not only ot confusion among consumers but also a potential conflict in international trade between the exporting and importing countries as ecolabeling can be perceived as a trade barrier. At the international level, a general principle for all types of ecolabeling programs is now being prepared under the technical committee 207 of ISO (international standardization organization). To resolve any potential conflict that may arise form this system, it was afreed by signatory parties of the world trade organization (WTO) at the marakesh meeting, april 1994, that the ecolabeling issue would be included as an agenda of the trade and environment committee (TEC) of the WTO. Various national ecolabeling programs are now also developing a "global ecolabeling network" (GEN) to seek cooperation and harmonization of the system. For indonesia, ecolabeling is now becoming an important issue. Many analyses show that the impact of ecolabeling on developing countries' export, including indonesia's can be significant from the developing countries' point of view. This is because, although it may be small by the world total, export of particular product can contribute a great deal in a country's export earning, especially if the bulk of the country's export depends heavily on the so called eco - sensitive products, namely products whose environmental attribute are under scrunity of importing countries. This article looks at the progress of the ecolabelling program in general such as definition, objective, product coverage, certifying institutions, problems, etc, and more specifically, discusses indonesia's preparation to implement the scheme.
