Human resource development, accoring to the mandate of the GBHN 1993 is to be carried out concurrently with economic development. Improving the education sector forms one important component of human resource development, development in the education sector cannot be separated from economic development. In other words, education sector development, which is a long term investment in human resource development, must be achieved being closely linked to economic development. The view about the importance of education for economic development has advanced since early economics theory introduced by adam smith. Theodore W. Schultz, using data from the USA from 1900 - 1956 proved the hypothesis that improvement of national income happened because of increased preparation of human capital. Thus the contribution of education to economic development has already been proved both conceptually and empirically. World bank statistic points out that per capita income has already increased in indonesia so that the nation is no longer included among the low income economics. The world bank report specifically states that indonesia is included as one of the eight high performing achievement economies (HPAE) already creating a miracle, because economic growth is consistently above 5% and average income has improved over the long term. This matter in general is the result of sufficient investment in the physical and human resource sectors. Indonesia has already completed implementation of compulsory six year primary education and has implemented compulsory nine year basic education. Several calculations reuslt in thinking that the completion of the compulsory education policy can be attained infifteen years, or even more rapidly if possible. The indonesian government recognizes that the compulsory nine year education policy must be implemented because its results will support the on - going economic development. In this article, i would like to discuss human resource development that has closed link to economic development and the importance of education development, one component of human resource development, particularly implementation of compulsory nine year basic education in indonesia.
