The development of infrastructure in indonesia during the first five - year development plans (REPELITA) has shown impressive result. Within the twenty years after independence the nation was concentrating on effort to maintain political identity so that economic development, including the development of infrastructure, was given less important priority. Thus, during the above mentioned REPELITAs (covering 1969 / 1970 up to 1992 / 1993), economic growth leaped forward with rate parallel to the highest growing nations in the world. With the last four year of the repelita V alone, growth rate of 6,8% had exceeded the planned 5% pace. This phenomenon put a heavy burden on the need for infrastructure development. Major portion of infrastructure in indonesia falls under public goods category prompting heavy government involvement in its development and operation. The government, either through direct investment or by assigning state owned enterprises, have been assuming responsibility in development of electricity, telecommunication, majority of inland, sea and air transportation and fresh water facilities. Indonesia is projected to be able to maintain its high economic growth rate of 6% to 7% for the next ten years. However learning from the experience of pelita V, the government development sources of fund will not be sufficient to support the need for high investment rate for infrastructure sector. This leads to the strategy of inviting private participation in the investment and operation of infrastructure, most notably in those considered having natural monopoly characteristics. Lessons from other countries show variety of epected anmd unexpected result in this field. This paper attempts to bring up issues related to the private involvement if the provision infrastructure, especially in electricity, telecommunication, transportation and fresh urban water. Concerns on right pricing, financial, institutional factors and proper regulation to protech people's interest are major issues brought up here. Indonesia have a long way to learn on this venture and yet the potential is limitless.
