Isi artikelThis paper is a commentary on both the newly revised International Phonetic Alphabet, and on the 1989 Kiel Convention of the International Phonetic Association at which it was produced. The new IPA chart is examined, and the pragmatic but conservative attitudes of the Association are described. It is shown that the IP A has a phonological basis, and that IP A transcription has two parts: a text containing IP A symbols, and a set of conventions (rules) for interpreting the symbols. The paper concludes with a personal view of the problems of whether there is a finite set of speech sounds, and whether a sound in one language can be equated with one in another, suggesting that for the phonetician there is no universal truth independent of the observer.
