When the Swann Report appeared in 1985, advocating that all children should be taught about the changing ethnic, linguistic and religious nature of British society, many people saw this as a major step forward. In reality, however, nothing much happened, and certain government policies towards teacher education have actually undermined what progress there had been towards preparing teachers for a multiethnic society. This paper not only seeks to show what educational policies are open to governments in multicultural societies on a comparative basis, but also to trace the evolution of policy in England and Wales during the past twenty-five years. It shows that while theoretically there has been a shift of emphasis, in practice this has been slight. Ironically the advocates and practitioners of anti-racist policies are helping the government to take a more cautious and conservative approach. Nevertheless, there is intense debate about the best way forward. It remains to be seen how this will be resolved.
