Final examination is one method to measure students’ mastery of a course offered at Universitas Terbuka (UT). The examination is conducted in 36 UT regional offices (UPBJJ) through out Indonesia at the same time. The test items are especially developed in UT central office in Jakarta and send to every UPBJJ. UPBJJs are responsible to administer the tests guided by written procedures prepared by UT central offices. The procedures, developed to assure quality of the final tests, covers all activities required in administering the test. An evaluation of final test conducted in UPBJJ Semarang shows that in genaral the UPBJJ has folowed the procedures although some steps needs to be taken to improve the UPBJJ performance. Personnel related to the tests (UPBJJ staff and students) who randomly chosen to assess the administering of the final test are moderately satisfied.
