This article has analyzed the 2002 D.4U formula. It is found that 2002 DAU formula is better than 2001 DAU formula. The formula is able to fulfill six criteria a mention in the regulation and the equity based or regional expenditure needs. But, the formula does not support the ability of the region to increase their own revenue sources.
