This article describes the important roles of leadership and human resource management (HRM) to organizations adopting total quality management (TQM) principles. A brief review of TQM literature illustrates that the current problems of applying TQMstems from the failures to appreciate the complexity of the organizational changes involved. It is emphasized that the success of a TQM system may depend on the congruence between organizational infrastructures (leadership and HRM practices) and qualitygoals. The components of the TQM leadership are defined, and total quality approaches to HRM is offered.
