In this paper, we consider a problem of existence of wavelets. By the idea to view orthonormal basis of wavelets as mathematics tools to describe increment in information, we can build satisfactory requirement of the existent problem. This idea is crystallized in multi resolution analysis. Thus we will apply multi resolution analysis to construct Haar wavelets. By learning this construction process, we can understand how the function can be represented as linear combination of basis of Haar wavelets. Finally, this construction process will be illustrated by a MAPLE program.
