This paper explained the usage of artificial neural network to identify a car licence number. The front of the car image is recorded in a digital camera and stored in a life. The program will select and get the car-license number image. This car license image will be used as input pattern for artificial neural network and it can produce data character of the car number. This program use kohonen learning process algorithms of artificial neural network. The system has achieved faster and good accuracy outputs.
